The residual investment need to complete universal access to electricity is estimated at FCFA 395.8 billion for 2025-2029 (PIC/SAAUE 2029).
The main investment needs break down as follows:
- MV/LV grid extension covers 3,978 localities for an estimated FCFA 231.9 billion;
- the deployment of solar photovoltaic mini-plants covers 844 localities, for an estimated investment of FCFA 92.1 billion;
- solar home systems (SHS) are planned for 1,649 localities, at an estimated cost of FCFA 5.9 billion;
- management and study costs represent about FCFA 16.5 billion, i.e. 5% of investments;
- an envelope of FCFA 16.5 billion is also provided for productive use costs, to strengthen the socio-economic impact of electrification;
- a provision of FCFA 33.0 billion is included for contingencies, bringing the overall PIC envelope to FCFA 395.8 billion.

Territorial breakdown of needs
Out of an overall investment need estimated at FCFA 395.84 billion to complete universal access to electricity, the PIC allocates investment by territorial pole in order to adapt interventions to the needs and characteristics of each territory.
| Territorial pole | Non-electrified localities | Total budget (FCFA bn) |
|---|---|---|
| Centre | 1,066 | 57.0 |
| Diourbel-Louga | 2,106 | 114.8 |
| North | 897 | 73.8 |
| North-East | 576 | 33.8 |
| South | 623 | 36.6 |
| South-East | 959 | 69.9 |
| Thiès | 229 | 10.0 |
| Total | 6,456 | 395.8 |

The 15-locality gap with the total of 6,471 corresponds to the Dakar localities, which are not included in the poles presented.
This breakdown directs investment towards the territories where needs remain greatest, while adapting technical solutions to local realities. The PIC highlights in particular the scale of needs in the Diourbel-Louga, North and South-East poles, which together account for close to two thirds of requirements.
