Beyond mobilising financing, achieving universal access to electricity by 2029 rests on an institutional set-up that ensures coordination of interventions, performance monitoring and resolution of the constraints encountered in implementing the Programme.
Steering of the completion phase now rests on a renewed governance arrangement, established by Order No. 010537 of 15 May 2026 creating and setting the organisation and operating rules of the Steering Committee and the Coordination and Supervision Unit of the Universal Access Programme (COPIL-PAU and UCS-PAU). This arrangement is the reference framework for coordinating the various interventions contributing to universal access.
It relies on the following entities:
- The Steering Committee of the Universal Electricity Access Programme (COPIL-PAU), chaired by the Minister in charge of Energy, sets the Programme’s directions and priorities, ensures consistency across the interventions of the various actors and partners, and monitors the implementation of agreed measures and decisions. It also approves action plans, annual programming and performance reports. It brings together the relevant administrations, implementing structures, development partners and the private sector.
- The Coordination and Supervision Unit (UCS-PAU) is the permanent level of operational coordination and technical support. It ensures the implementation of COPIL-PAU’s decisions and directions and acts as the interface between decision-making bodies, administrations, contracting authorities and operators, local authorities and technical and financial partners.
- The specialised thematic committees, supporting UCS-PAU, address the Programme’s main cross-cutting issues. Three committees are established:
- the “Monitoring-evaluation and Data” committee, responsible for data and performance monitoring;
- the “Connection” committee, dedicated to the effective connection of customers;
- the “Financing structuring, resource mobilisation and payment monitoring” committee, dedicated to the Programme’s financial issues.

This organisational scheme articulates the strategic steering provided by COPIL-PAU, the operational coordination carried by UCS-PAU and the handling of the main cross-cutting issues within the specialised thematic committees. It thereby brings the various stakeholders into the Programme’s implementation within a common institutional framework.
Monitoring by COPIL and UCS relies on the collection, consolidation, quality assurance and analysis of Programme data, providing up-to-date information on project progress and performance indicators and facilitating the identification and resolution of any bottlenecks. Several mapping and monitoring tools have been developed to this end.
