The 2026-2029 completion phase aims to accelerate and finalise projects already under way, secure the financing needed for residual requirements and deploy the new investments that will deliver universal access to electricity by 2029.

2025-2026: consolidating gains and mobilising financing
- Continuation and acceleration of ongoing electrification projects and programmes;
- consolidation of financing for mature projects and mobilisation of the financing needed for new interventions;
- mobilisation of concessional financing, public-private partnerships and green and climate finance;
- preparation for the rollout of the new projects of the Consolidated Investment Plan (PIC).
Targets by end-2026: continue delivery of the 6,571 localities already included in ongoing projects and raise the national electrification rate to 92% (SAAUE 2029).
2027: rollout of the Consolidated Investment Plan
- Effective start of implementation of the new PIC projects;
- progressive completion of electrification projects already under way;
- coverage of the remaining localities through a combination of solutions adapted to territorial realities;
- rollout of MV/LV grid extension, solar photovoltaic mini-grids and solar home systems (SHS).
Targets by end-2027: complete the projects covering the 6,571 localities under way and begin covering the 6,471 localities without identified financing in the PIC, with a national electrification rate targeted at 94.9% (SAAUE 2029).
2028: accelerating works
- Continuation of Consolidated Investment Plan works across the territorial poles;
- grid extension in technically connectable localities;
- deployment of solar mini-grids in isolated areas;
- deployment of solar home systems in localities with scattered settlements.
Targets by end-2028: continue covering the remaining localities and raise the national electrification rate to 97.8% (SAAUE 2029).
2029: completing universal access
- Completion of electricity access works;
- connection of the remaining households to be served;
- completion of the off-grid rollout in the areas concerned;
- establishment of a lasting arrangement for maintenance and densification of infrastructure.
Targets by end-2029: reach a national electrification rate of 100% and guarantee every citizen, wherever they live, fair, reliable, sustainable and affordable access to electricity (SAAUE 2029).
