Senegal has adopted the Senegal 2050 Vision as its long-term framework for economic and social transformation. The National Development Strategy (SND) 2025-2029, the first five-year implementation phase, operationalises this vision and sets the course for public policy to accelerate sovereign, inclusive, competitive and sustainable development.
The SND 2025-2029 carries the ambition of a development model that creates more value and more jobs. It relies on mobilising domestic resources, promoting productive public and private investment, structurally transforming the economy, balanced territorial development, protecting human capital and environmental sustainability.
This translates into the ambition of achieving universal access to electricity by 2029, with accelerated rural electrification. The aim is to improve territorial coverage and people’s access to competitive energy, as part of a just and equitable energy transition.
The objectives of the SND 2025-2029
- Accelerate the transformation of the economy and strengthen its competitiveness, in order to create more wealth and decent jobs;
- Reduce poverty and inequality by durably improving living conditions and access to essential services;
- Develop quality human capital through education, training, health and better economic inclusion;
- Promote balanced territorial development, based on suitable infrastructure, the valorisation of local potential and greater territorial equity;
- Strengthen environmental sustainability and climate resilience, notably by preserving natural resources and through a just and equitable energy transition;
- Consolidate governance and the rule of law by strengthening the effectiveness, transparency and proximity of public action;
- Strengthen African integration and the country’s regional positioning by developing cooperation and economic attractiveness.
